You could get to that level today if you copy it well enough. Hell you could get the linework nice and ready in a couple of minutes if you trace.

In all reality, there is no arbitrary amount of time where you go from beginner to that level — you get there when you get there. And most likely on your way up to that level you may even decide you don't even want to draw in that style, who knows? My best advice for you is worry about the journey and only periodically remind yourself of the end goal but don't make the end goal your primary focus. You'll be much better off.

All these posts you might see from guys all depressed because they're not drawing a certain way stems from the mindset that asks this kind of question -- don't get trapped in that pit. Good luck.

About 2500 hours or something to that effect. You could probably consistently make something like that at 1000 hours if you focused on specific things like painting and figures in perspective. 2 years sounds about right for being able to do work like that if you have ideas in mind and an eye for composition.

From scratch? 3-4 years if comfy, 2 years if working hard. It's all really basic, the scene is 1 point perspective, face is from the front, rendering is really basic, nothing crazy with color, nothing particularly dynamic. Maybe even less than 2 years.
