I think generally it's called a "binary brush". There's one in the newest version of Krita called "pixel brush" which is a more straightforward name, I think.

Rendering in 2d art means adding light, shadows, tones, etc to build form and realism. The more rendered the image is, more realistic it gets.
It's the opposite of stuff like flat coloring and cell shading.

Cel = hard shading
Render = soft shading
There isn't a real word for soft shading like Cel Shading is, although, cel shading was likely coined from old cartoons being converted as a "cel" for frames of animation and cartoon shading has hard shading because it's easier for animation.
