Once you get good at drawing the human body, you can start to exagerate your bodies however you see fit, same with the head.

Anime faces usually rely heavily on symbol drawing, right?

Look at the placement of the eyes. It doesn't work if we think of it as a 3d model. Even if there are a few rules on the placement

But it's ok! It works well within its context.

What I don't like as much is when an artist rely on the "standard anime face" for girls, like anime studios tend to do. But thanks god, manga artists have more freedom with the art, and there's a lot of different styles in the market right now. Maybe more than ever

Don't confuse stylization for symbol drawing. Good anime art definitely has a method to feeling out where facial proportions are and then drawing the features in perspective in a way that fits the style. Where each eye looks the same, it is different for every angle, it looks the same because the same style rules apply to every example.
