The characters are only so popular because of the countless fanart.
Games by CAVE have way better character design (pic related), but they never milked a single series as long as he did, that's probably why they don't have as much fan art.

I think the reason why ZUN has so much fan art is, because he made it legal to let other people earn money with his characters.
Usually game devs prohibit others to make money with their designs, but he actually allowed others to use his designs, and it seems to have made him a lot of profit.

Guwange designs are not generic at all. The game is original as fuck and extremely well executed. There really are not many games with designs from Japanese Heian periods.
Just like there are not many games about a bug princess similar to Nausicaa.

Touhou designs are literally a half step up from DeviantArt tier. Generic hairstyles, frills on everything, and embroidery/detail wank without any interesting shapes and with no real regard to CHARACTER, the whole point of character design. Looking only at a picture could you determine any characteristics of Reimu or Cirno beyond "miko" and "ice," respectively? Have never understood the appeal, they're not even that cute considering the competition (all of anime/manga).
