Because by default it hasn't been an "undo" ever. It's been reverse / redo last procedure button. Ctrl + Alt + Z now acts like an undo does in basically every other program that has ever existed.

In previous versions of Photoshop, the canvas flip wasn't just a rendering of the canvas flipped, it actually went and flipped the location of everything.
So if you did a change, flipped, saved, whatever it looked like at the time would be what the final export would also be.
Other drawing programs often flip the rendering that you see and work on instead of the actual image itself, generally quicker and depending on the layer types you're using Photoshop shouldn't have to rasterize them first, which is part of why it's a destructive canvas flip.

No, because certain layer types don't actually allow for flipping. Photoshop prompts for rasterization of them first before allowing it. That is definitely destructive.
It's one of the things that makes trying to animate in PS on older versions such a pain in the ass.

I dont get the part about "multiple undos". Do normies only use ONE undo or something and dont know they can do it as many times as their history setting that Adobe had to switch it around?
