Is 27 years old too late to start learning to draw anime and make pixel art?
How do I get over that fear or roadblock of knowing I will suck for 10,000 hours until I make something remotely presentable?

As long as you have a job that you can feed yourself with I don't see why not? You're an adult you can do whatever you want in your free time IMO. As for sucking, just gotta accept it. Keep your head down, learn that basics and know that if you keep studying you'll get gud. Being 27 hopefully that means you work smarter then most and actually try to understand stuff instead of mindlessly grinding.

I dont have time or energy to do this full time
Always learning something off of youtube
These little victories keep me sane
Cant learn everything so maybe a niche?
Learn something new. Practice practice practice
Maybe in 10 years time i will accomplish 10000hrs.
Until then i will practice every day as much as my fatigue allows me
