Its all down to pen types and line modulation, skilled use of tone paper...and copious use of whiteout pens alongside blocking

Western pens tend to be designed for uniform lines, whereas manga pens (such as the 'G' pen and the spoon pen) are designed to change their line thickness with pressure and direction; this in turn giving a unique look - you can get similar effects digitally, but its not as exact

As a final touch... you draw/ink at an oversized level then reduce it to the page size; thus making the lines finer and removing any minor wobble/imperfection

Technical pens; ect... if I go to a stationers/art store for a pen to perform the same way as the ops pic; I tend to find (besides brush pens or chisel tipped pens, ect), most are designed for technical drawing with low line difference
