Everyone talking to beginners says that it's imperative to have "clean, single lines" to "avoid quick sketches" but then I see stuff like this, from a world-class anime like Evangelion.

What's the truth? Is primary sketching like this helpful? Expedient? The way a lot of art teachers talk it would seem like preliminary sketches need to be cleaner than this.

I find it hard to believe that you're talking about "everyone", because only a massive fucking retard will tell a beginner to avoid quick sketches.

Making messy sketches is the best way to figure things out, and that will lead to "clean, single lines" because you came to an understanding of what you're drawing.

Also, preliminary sketches in storyboards, concept art, etc. are always messy; there's no reason to be clean and neat when you're trying to get things done quickly, or your idea gets thrown out the window entirely.

The point it not that you should have clean, single lines, but that you shouldn't use chicken-scratching.
Look at your image again, those are long, confident lines, drawn with the shoulder or elbow, not short scribbly lines drawn with the wrist.
Preliminary sketches don't have to be clean, they just need to convey a general idea for later refinement.

Traditional painting requires high amounts of draftmanship due to the fact that you can't just infintely paint over your mistakes. There is no painter who wouldn't first do a drawing for anything that is more complex than a portrait or natural landscape type of thing.
