Not this guy, but this .gif author's pixelart seems too clean in comparison with i.e. DOS games pixelart, so it may be offputting to some people.
Otherwise it seems like a nice start for beginners.

first be able to do what you want in normal resolution. it doesn't get easier just because its low-res. you don't magically know how to draw in smaller resolution.

whatever you can do in high-res, you will be able to do in pixels.

But if you look at the average skill level of people that even attempt pixel art he's miles better than those that share his shit. Everyone just gets enticed by his active posting and the fact that the guides are animated. The reason for that is the majority of people trying to get into pixel art are just bad artist that don't realize you still need to know fundamental skills and try to piggyback on the 'charm' or think it's easier.
