Do people care if your art is good.

Let me explain what I mean.

There's two artists:
One draw every day, but is mediocre as fuck and make art about anything and even do a lot of even porn and is just a fucking machine producing every day.
But he's mediocre as fuck and his art skills are mediocre.

The other has top tier elite art, but doesn't produce a lot and maybe produces an illustration when he wants, but he's unreliable.
But he was born with the magical talent skill.

Which one will succeed?

Are we talking independent artists, or in economic or artistry sense?
Is this talking about illustrators, or artists-real artists like painters and such?
I'd say the second-if you produce good art, people will be attracted to you for your art and pay for it. Many artists don't produce a lot of art frequently-they take a lot of time.
Money isn't always a problem. If your art is good, you can even make reprints. You can sell mediocre arts time to time, and sell the good one as your main work too.
Being mediocre is good if you only do it commercially. But it's just stagnation.
