Speaking from personal experience, the best chairs are made by SteelCase. They are made in the USA so they're not cheap, but they are worth the investment.

Unless you've got a really good reason to specifically get a HD model, I'd always recommend the Pro model over any older Cintiq. Only reason I can see to get a 27HD over a 24Pro is if it's going for a good discount somewhere, or if the sound of fans makes you fly into a rage like a wild animal and you'd rather deal with screen parallax than fans. Most stuff over the 21-24 inch range is overkill, too. Since it's 4k on the pro vs. the QHD's 1440p you don't really miss the extra 3 inches.

The distance between your pen tip and the cursor caused by the glass covering the screen. On HD and QHD models there's more space between the glass surface you draw on and the actual LCD screen. There's a 4mm gap on HD models and probably about a millimeter on Pro screens. In effect, this means it's easier to draw accurate lines at smaller sizes on Pro models. It was also the bane of my existence for the 5 years I spent using a 13 inch Cintiq HD, since it meant drawing with any sort of precision would involve using up most of the drawing surface and any standing figure would be something I'd have to zoom in on until less than half of it was on screen. Depends on your budget, and needs. Anything over a legal sized page is going to be expensive, even if you buy used.
If it's just line art, you don't need much in terms of resolution, you just want to stick with a known brand like Epson or Canon - and don't buy an all-in-one, get a dedicated flatbed.
Large format scanners start at $900 for the kind-of-good ones, the really good ones are $2k. Anything larger than that, forget it, you're getting into specialized equipment that's not designed for use outside of a lab.
A DLSR and good lighting is better for larger paintings and drawings, or scanning in pieces on a 8.4x14" scanner.
I'd recommend the Epson Perfection V600 for scanning line art and small paintings, for $200 it's a great scanner.

If you were really desperate to cut costs, you could get an old, oold Cintiq, but I'm in Australia too and there's next to none of those going second hand here. Generally something like a 21wsx is around $400, when it does go up second hand. I've used one of those, since The Edge in Brisbane had one for a pretty long time, and they still hold up if you can get them running. Support is definitely going to be patchy for those by now, though.
Odds are all the 22HDs going are going to be fairly new since a lot of the people selling them are probably upgrading to the 24 Pro. It's on backorder pretty much everywhere, so professionals with old workspace Cintiqs are putting theirs up pretty frequently. If you're going to buy second hand, make sure they can provide photos of the tablet switched on and running on an actual PC. Insist on it.

Color gamut, parallaxing, build quality and the quality of the display/digitizer/software itself. Color gamut is a big issue because if it's bad it makes a screen more or less unusable for around 80% of all paid creative work that you'd use a tablet for, and Huion is reportedly terrible for color. Not just below average, terrible. They also brick pretty frequently.

The main thing for me is that I know a decent amount of people working in the creative industry, or that at the very least aren't beginners, that have bought Huions, XP-Pen and other Cintiq alternatives.
And zero (0) people that currently use them.
They've only been the new craze for what, 3 years? And already "I got a new Huion, it's great" has turned into "Oh that thing? It broke" or "Oh, I got rid of it". My only experience with Huion so far has either been hearing about someone buying one and then getting rid of it or seeing them get shilled hardcore to beginner/casual art audiences and all over, even here, the pro-Huion posts tend to begin with "I heard" instead of coming from someone that actually uses the tablet.

The anti-glare/added friction layer is noticeable but not a big deal. First time I've heard someone complain about it. On certain HD models you can take it off, since it's just a plastic overlay, but that involves going at the sides of it with a knife and obviously you have to deal with getting rid of the adhesive connecting it to the actual glass as well. On other HD models/Pro models it's etched glass, so there's no getting around it.

I was in a similar situation. For my room, I put my desk in the corner with my back facing the wall like you would do in a business office.

My tablet is a Huion Kamvas GT-221 Pro, so far it's pretty damn good, though it has given me driver issues several times, but it's apparently a common problem when having multiple displays and SAI tends to cause driver clashing often as well, just making sure the tablet is not the main display seemed to fix things, for the moment, I've only had the Huion for around a week.

I'd love to have a Cintiq some day, but only if it was at least as large as my Huion. Of course that'd mean paying double or triple so it's out of the question for the moment.

I haven't had the chance to use a Cintiq, come to think of it I've never even tried one at all.

The initial activation and pressure works fine, but I had pressure issues when setting it up with multiple displays, after that was fixed it all goes smoothly, I mainly draw with waterbrush tools, and comparing to my Intuos 4 it's certainly better, but I'll of course keep my Intuos around should this one fail or if I have to travel somewhere and can't take the Huion.

I bought the dual monitor stand to mount my 24HD cintiq on, and it was significantly cheaper than the Ergonomics version - iirc, the Ergotron was $300, the Amazon was $180.
