You need to learn how to humanize the model. If you go into a pin-up treating the subject as just a doll to be bent and twisted then you'll never come up with anything interesting at all because dolls aren't inherently interesting. Treat them as human actors, learn how to direct them based on who they are and how they act. I'm reminded of something that one of the Famous Artists Courses said on the subject of models (This is a rough paraphrase): A model that cannot act is of no use.

If you're using pre-established characters, you need to learn about their personalities and temperaments, and if your just coming up with one, then you need to make something up. An excitable person is far more likely to have an energetic and lively countenance and gesture, so you need to invent (this is important too) a post that will bring that across. A moody person is more likely to be dour and less expressive, so you need to think about how you can make this interesting and engaging while still bringing across that personalization. A sultry person is more likely to be more open sexually and physically and will have an entire set of actions and mannerisms than the previous two that can be used to enhance and individualize his or her performance. You can also, of course mix and match, but the idea remains the same.

This is where I get stuck though, I usually end up either copying the reference 100% or changing the arm's position slightly or something like that.
I want to be able to invent poses without looking at a reference, like just the outline, and then use a reference later to help me fill out the actual body parts.

A pose, body language can say something about the character you're drawing. If you're drawing a stern guy or something I'd expect to see him in a ''firm'' pose, almost like a statue or a knight. Basically, have the pose reflect the character's personality, get inspired by it

Agreed. Try quickposes, it's a great website that gives you poses to draw and you can modify what you want with filters. I use it quite a lot when I can't decide a pose.

I used to have that problem, I made a sort of study plan to get rid of it. I did this along with studying proko's figure course. Do 5 drawings from ref and 5 from imagination for each:
torso(ribcage+hips)
torso+head
torso+head+upper leg
torso+head+upper leg+upper arm
torso+head+full leg+upper arm
torso+head+full leg+full arm
full figure(including hands and feet)
Study ref of the kind of poses you want to be inventing. for the imagination ones try to visualize the figures in your minds eye before putting pencil to paper.
