Its that same feeling you can get when you go to a public place on off hours and there's no one there. It's spooky, but not in the scary sense (or at least not overtly so).

Go to a park during the day when it's crowded, and then again at night and just walk around. You'll probably notice that same feeling, sounds and motion that aren't there.

You fixed the most minor thing. The actual problem is the reflection of the sky/clouds at that angle. You only get that clear of reflection when you're near parallel to the water, not perpendicular. At most you'll get like a 1/3 of the reflection and 2/3 dirty or whatever is beneath the water.
