He doesn't paint over photos, but he clearly uses a photo as very close reference in each of his paintings. Nothing wrong with that, but it's definitely not that impressive either. Certainly nowhere near what artists like Ruanjia do. It's basically a very nicely painted photo study + some mech or weird scifi industrial design element added to it in the distance. There are thousands upon thousands of artists who can do beautiful photo studies.

No such video seems to exist on youtube. Sorry, but without any kind of proof I just find your claim very hard to believe. Mainly because the photo referenced elements in his paintings are usually very organic and simple to paint stuff, like dirty roads, trees and foliage, clouds etc. I just don't see any benefit in doing a photo paintover in that situation. It would actually take far more time to hide every single photo element and jpg artifacting than to just paint a study with a reference right in front of you. If he wanted to "cheat", the much more efficient workflow would be to trace the important elements and then color pick.

He's not a designer, he's a concept artist in title, with his main focus being illustrations. Even more so in private.

Designers are there to create appealing designs, like outfits etc, while concept artists are working to create a visual idea. Illustrators should have a solid understanding of storytelling, fundamentals, concept, and a good sense for design. Basically, they need to know everything there is to know.
