any bored highschooler can be "creative", by mashing up random things in his doodles (what if a clown had a shark for a dick and fucked teacher lmao). You could even write a program that makes these prompts by picking from a dictionary at random. The creativity people are praised for is the ability to combine these uncommonly related things into something that produces a significant effect. A sense for determining what effect you can create can be learned with practice as much as anything can be learned, it's just harder to boil down into a teachable form. Creative thinking does pull from the creative vocabulary so it is in a sense "given by muses" since a innovative combination of elements will just strike you ("oh, that would fit here"), but that's the same as normal speech. Every word I've just written has just been pulled out of the aether, yet I can still do so with ease, because of how much we humans talk and write, I have words and expressions that fall more easily to me because of how much I normally read and use them.
