Are there any good wire frame drawing tutorials out there? Does any book mention that?

How are you gonna learn "wire frame drawing"? All it is is tracing the form of the object. Start with simple objects and move up from there. OP pic is pretty bad, by the way.

I want to know the rules of it, for example I don't know when I am supposed to do inner and outer lines, if you know what I mean. I guess it's tied to perspective but I still can't do it 100% correctly with that in mind and I thought that there has to be something on that subject.

Proper wireframing is the result of being able to imagine things correctly in 3d, not the other way around. Just do some more pencil studies of the objects you want to understand and it will come naturally, don't worry about it.

theyre also called cross contours. Really, they are not very useful for drawing and more for 3d. They are called polygons, and are used as a measuring device for how well a 3d object is rendered. So, if you want to learn how "wire framing" works and get a feel for it, just look at a bunch of 3d models.

Seriously, the best method for learning about depth in drawing is a painting. I rec picking that up instead of learning about cross contour lines.
