This is a really interesting topic. Artist really should know what makes faces appear masculine or feminine.
As far as i can understand, it's all about proportions.
Look at the pic related and compare size of the nose to size of the eyes and the chin.
In every picture nose has the same size.
Masculine one has smaller eyes and bigger chin.
Feminine one has bigger eyes and smaller chin.

I don't really know how to define feminine in a different way.

Basically the point I am making is there are no hard and fast rules for masculine and feminine because those rules are entirely dependent upon the culture you are talking about. There are paintings of Chinese Emperors and Empresses with relatively the same features, in India their male gods are considered sexually ambiguous by our standards, in Japan samurai are often depicted with very large eyes and small chins while geisha are depicted with tiny eyes, tiny chins, and long noses, etc. etc. etc.

I think that portrait of St. John by da Vinci looks very good and he's painted to be sexually ambiguous. It's entirely dependent upon culture, not at all about race. Broad shoulders and wide hips are masculine and feminine, but that is a purely evolutionary function. Females evolved to have wider hips for child bearing while men evolved to have broader shoulders because they went out and hunted.
