Context: Togashi was a JUMP best seller with his previous work YuYu Hakusho, but editors pushed him so far his health complications almost killed him. As a result, he only agreed to work on a JUMP series again if he retained full control over what and when things got published, and they just paid him for the privilege of getting to put out his works instead of losing him to other publishers.

He can do whatever because he became the one thing every other artist can dream of: irreplaceable. JUMP has to just bend over and take it after what they did to him.

So yeah, if he did stick figures with massive dongs they'd still have to publish.

YuYu Hakusho is one of the best selling manga of all time, if you consider sales/total volume numbers. The anime actually out-rated Dragonball Z in America for parts of its run on Toonami. HxH was similarly huge in Japan.

Tezuka loved manga so much he would have become a literal slave to the publishers if that somehow became the only way to make manga. He even worked on his death bed.
He loved manga so much he actually was taken advantage off by most publishers he worked with, paying him peanuts for his big successes.
