Im pretty sure you can get autistically far with just regular paper and some pencils or bic pens.

When I first started out I used a cheap sketchbook from the local Factory Shop (never use printer paper for the love of god), collected sharpies, had a couple of Rotrings for inking and bought a 5 pack of copic skintones. I was like 12 at the time but I managed to create nicely coloured in drawings, and I still pretty much use the same tools for my marker drawings now. An even cheaper alternative is coloured pencils

When I was younger(Like 12-14) I sketched in the last pages of my school notebooks. Since I couldn't afford buying printer paper I used the back of some random documents my family were about to throw away. For inking, I used a black ballpoint pen. The only thing I was lucky for was one of my siblings studied fashion design so I used their watercolor pencils like crazy(So much that they got tired of telling me to fuck off and gifted them to me)

I would recommend you either a cheap set of watercolor pencils(student Faber Castell) Those will last you a couple of years if you color a lot. Or watercolors. There are a bunch of affordable brands nowadays. I'm recommending watercolor overall because you tend to use very little of the medium and it will last you quite a while for practicing and also you can mix them a lot.

...Nevermind. I just check Amazon and FC watercolor pencils are sick expensive for some reason. I'm not from the US and here they are cheaper(Maybe because the ones that sell here are made in Brasil)
Staedtler is a decent brand as well and they are not as expensive:
