Why does it feel like cheating, though? Even though everyone tells me you can't "cheat" with art, aside from tracing, I still feel inferior for relying on a ref and I don't know why.

Plenty of artists use refs, it's doesn't really matter.
Yusuke Murata and Inio Asano use 3d software to help draw bgs while some artists like Akira Hiramoto just straight up draw over 3d models for their figures.

There's a difference between blatantly copying and constructing a drawing, with constructing and following the techniques you've learned such as Loomis, Vilpuu etc you are more easily able to churn out photos from your head
