he's talking about how most of the "interesting" visual information is focused on the eyes. They are the most stylized thing in the drawing. Take them away and the rest of the drawing becomes very bland. Just look at the minimal effort put in everywhere else in the drawing, it's most evident in the nose.

But they aren't any more stylized than the rest of the drawing, they are plain realism done with the imperfect skill level the artist had at his disposal and they are at most just a tiny bit bigger than what is within the realm of normal human proportions. Calling those big anime eyes is just beyond retarded.
