What is so popular about this?
minimum effort, simply colored face and hands. no story, no sick rendering, nothing.

Symmetric things are appealing.

Also, his use of color contrast.

He's more lauded for his "design sense" than as an illustrator. His works remind me very much of magazine photographs, where a good knowledge of lighting placement is essential.

Otherwise it's good, it catches your attention pretty easily and sometimes that all you need to get a like on social media, I don't know what's so hard to understand about that.

Visually appealing > Technically difficult

Not that you don't' need skill to do the art in question, but if your question is why does it get so many attention instead of other art, then it's because people like it better.
