Do you mean people who fail to make a career in art? If so, it's because most people simply don't treat their art as as business. Most people only focus on improving their work, and completely neglect all the things you have to do in order to find well paying work.

But on the other hand, if you do make money in that market, you can make a lot of it. Especially locally. The small portion of NEETS and weebs who actually have money somehow will pay a good price for you to draw their waifu. Enough to make a living off it? Probably not. But definitely enough to help you out of a slump.
