What I don't understand why people don't use strong, black contour lines in such styles and also strategically apply thinner ones inside the characters.

I mean, I see it in every other fanart, it's like people don't realize that integral part of design of shit like My Little Pony, Steven Universe, Gumball and the other cartoons are those lines. And you can see it clearly by analyzing stills just a bit. Not to mention that not applying any lines just looks like shit any everybody sees this.
