Congratulations you fell for the basic villain design.
As you can see in Sycra's pic the shadows make his skull shape more prominent. Look at the eye sockets for example. Now look at a basic stereotypical villain. Chances are their features show the skull very well. Why? Because people associate that with death and death is evil. It's a basic design choice.
