I'm new to drawing and this is my second attempt at a character.
Where do I need to improve?
Also, do I need to thicken the lining to match the hair?
Is the lighting and shading enough?

Learn how to draw lines. Yours are too shaky.

I highly recommend using a different art program. Photoshop is industry standard. I use Sai and find it alright, I've also heard good things about Clip Studio pro or whatever it's called.

Check out the sticky. You should learn perspective and proportions and such, for example, in >>2878700 her hips are facing forward at an impossible angle.
