I recently started drawing anime faces and it looks nice as you see it in the picture.

My issue is that I want to draw more symmetrical shapes for the face and learn to draw complex hair styles. If you are an expert in drawing anime, please tell me what drawing techniques you can share with me.

There are some general rules for where eyes/noses etc get placed within the frame of the head, I'd suggest learning a little more about anatomy of human faces - it will help you out here as well.

You get better at drawing anime heads by getting better at drawing heads in general. The anime head is just a modification of the human head. Here are some tips to help:
1)Practice drawing the skull. Master drawing the skull and you've essentially mastered drawing the head. Because the head is just flesh laid on top the skull and you'll have a much better understanding how the head. Consider getting a skull replica to practice with.
2) Learn to think of everything in 3D. Your drawing looks flat because you're thinking in a flat two dimension. Everything in life has depth. There's a front, side, and back to everything. And it'll help to think in those terms.
Take >>2857828 's drawing as an example. Its very stylized but it works because there's a sense of depth. The arms are the front, shoulders are the sides and the hair behind the ears are in the back. Good practice to do is to just draw the "hidden" contours of objects around you and/or taking up perspective.
3)Learn facial proportions. This is learning the patterns that typical arise in human faces. How far away are the eyes on a face typically? How long is the typical head and where does the sides of the mouth end in relation to the eyes? Modifying the head will be easier if you know what patterns to tweak.
