You're calling him a retard, while you're asking for agreed upon metric for determining, not only what defines "good drawing," but determining the artists' personalities.

Artists' personalities aren't a matter of public record, and "good drawing" is subjective, not objective. I don't think you have the mental capability to draw "good," so even if there was an answer to your question (and there isn't), that answer would be irrelevant to you.
