Complete shit. No evidence of understanding of form, lighting, proportion, or a controlled and accurate value range. Worst of all it evinces a complete lack of originality on behalf of the 'artist' and - assuming they and OP are one and the same - a fundamental misunderstanding of how ideation and not rote copying is a vital skill for design and character art.

I know you're probably baiting since there's only 2 IPs, but that looks like shit. Well shits not the right word, but it lacks any level of understanding, it's just a photocopy, but issues like the placement of mouth and lack of depth and perspective shows the artist understands form very weakly if not at all. Photocopying lacks any real imagination, and when you fuck up form on a photocopy it shows your amateur skill.

There's more but anyways Shinkawa is a designer who obviously knows his shit. His designs read well and show off his style and skill.
