Smooth blending still eludes me. One day I'll figure that shit out. Charcoal on newsprint.

What type of charcoal are you using? Charcoal pencils don't blend as well because they need to mix in more of a binder in order to get it to stay in the pencil like that. Try using a soft stick of vine charcoal and it should smudge and blend very easily. You can use a kleenex/finer/chamois to blend it. You can also try using smooth newsprint instead of regular newsprint.

I'm using Conte 1710B for the majority of the drawing and I used Vine charcoal to outline the figure and smudge a little for the background.

I've tried smudging and maybe I'm not doing it right, but it just comes out looking...dirty. Maybe I should use a chamois.

Conte actually barely blends at all. It's got an extra binder in it (wax I believe) than charcoal has, so it handles differently and is less smudgy. Treat it essentially like a pencil and control your values and edges through careful hatching. When I've used conte pencils I would only use the 1710B for the block-in/underdrawing, then would use a 1710 2B for the main shading and rendering. It's a bit softer so goes a bit darker and is easier to get shadows with. Are you sharpening the pencil so the lead is exposed and in a point about 1 inch?

Lastly you can try compressed charcoal. It's very dark and very messy, but fun to play with.

If you can get your hands on Henry Yan's book he has a brief section at the beginning that explains the different types of charcoals and how he uses them.

Smooth blending? Nah, your problems are more basic.
If you tried shading a simple sphere it would still look flat. Core shadow is not a line, it gets smoother or sharper depending on roundness of the form - the buttcheek here should have a smooth wide core shadow and unless there is a metallic surface right next to her left, the reflected light shouldn't be this prominent. You're basically symbol shading, you shade the way you think it looks instead of how it actually is.

Another problem is that you're drawing a bit too large, you lose track of proportions at this scale. Take a step back man, you're worrying about the wrong kind of stuff.
