Because people are amateurs and don't know what defines great and inspirational art. They are at the level where they think their favorite deviantart/internet artist is the height of it all. Old masters, traditional pieces, and technical pieces are too boring for them and too archaic. Little digital cartoons are what's "in". Easy to process, easy to master. They are too afraid to try to compare to a Bouguereau or even a Moebius. Learning from them seems daunting and unrealistic based on their current skill so they default to something such as the former. They're hobbyists at most.

It's a good, clean drawing, unusually dynamic for a headshot, nice shapework and it does a good job of delivering the techno/street vibe (don't really know what to call it) of the show.
Still though, the stylization is not exactly my cup of tea and I think the anon who posted it might be better suited for defending it, since they actually liked it enough to post, I didn't.
That being said, I don't think they'd need to defend it anyhow, if they are genuinly inspired by it or like it enough it meets the terms to post it ITT.

The backgrounds of that show are really neat btw, I like them a lot more than the character designs, pic related.

No one is really arguing for technical skills alone, especially when I have mentioned spirit. The problem arises with the definitions of such things as "spark" themselves. It's true that there are certain qualities that add value to works and set them apart which are normally outside the scope of technical mastery or even of explaining it in technical terms. Spectacles and strangeness are not synonymous with genuine spark. It's what artists of lower merits rely on in place of it. Again, it's why we hear so much about artists "trying to find their style," and why, ironically, these end up making their technique and style even more noticeable, which is to say, the primary effect or point of remark of their works is the way they were done or other such show. These are very often works that have low re-view value. I suppose in that sense you could say they have spark; which like the spark, it shows brilliancy for a brief moment and is gone.

What you are adressing is I guess the problem of trying to be original and different but at the same time not sliding into abusing gimmicks to achieve that or being impatient and trying to force something unique for the sake of it instead of letting it develop over time.
