Do you even know anything about publishing. It completely draconic and a closed party, publishers will only not accept any submissions, and only contact you if you are a know quantity.An agent can contact them for you though, but newer agents are not able to submit either. Only established agents have the ability to contact publishers, who only take you on if you are a know quantity. It is a closed system where you must fight to get noticed. And don't say you can pay to do it yourself, that vanity publishing and is a business ment to exploit writers. I'm lucky to have gotten a distributers that can make it to main channels. Also art is more than just drawing. I'm going to have to fight to get noticed and so I will scream to the heavens until I do. This isn't about money, it's all for free, this is my bid to get noticed.
