Every technique can be useful.
Tracing is a great way to gain some technical skill as well as learn how certain things are formed better. Its easily to understand how something is drawn when you actually draw over it as opposed to just trying to eyeball it.

I quickly mock-up most of my figures in Daz Studio 3D and trace them.

Tracing is a huge timesaver.

No, but drawing class instructors will have students draw skeletons. How far you go with it is up to the student. It is usually a short explaination, and then an assignment that incorporates the topic. It is up to the student to do the research to effectively complete the task.
