I'm a little busy so I apologize for the short critique but:

Study how feathers extend from an owl's skin and how they interlace with each other(big offenders of "symbol" drawing include the back of the head wrapping to the front, and some of the outward protruding feathers near the beak). Executing textures usually requires an understanding of the material's deep structure.

Now I don't know how realistic you actually want to go, but I think you would benefit from stylizing and simplifying the shapes and texture.
You texture lacks structure.
It looks more like noise.
Don't simply try to copy the detail.
Try to find out what's the gist of a certain texture, how to indicate it with a simple pattern.
Pic related.
It's basically just repeating lines of a certain shape, but it reads as feathers.
Also note how the texture is used to indicate form, getting tighter on the edges.

Look at engravings, etchings and comics to get an idea of how to simplify the texture.

Now my example is far from perfect (really fucked up that black line on the face) but I think it gives you an idea on how you can approach a drawing like this.. I hope.

I just hold it as if I'm writing, nothing fancy.
Not sure what you mean by linecontrol.
Are your lines jittery?
Try to make each line with a fluid motion.
In order to do that it helps to imagine your line on paper before you draw it, so you basically just have to trace it from your mind.
If you're unsure how something will look, just try it out on an extra sheet of paper.
It can also help to just warm up/ loosen up with some random lines before actually drawing something, just to get a feel for the medium.

if i go slow, its all jittery, if i go fast its really imprecise. im doing the peter hans excercises, but if i try to not drawing with my wrist, i hold the pen like a retard - quite differentely from when i try to casualy draw.

shade some gradients then add darker sections of shading, like you would hair product commercial hair, darkest dark, to shadowed, to regular value and then stark white and then backwards out,

you basically have to draw patches of grass behind/infront of one another, or imagine darkening tints of glass behind one another

This was neither mentioned nor is it clearly evident from the drawing.
Besides, it doesn't matter.
I didn't show these examples, so OP could adopt this exact style (though it might have come off that way), but because they simplify texture, illustrating what's important about it.

Would you not say this picture helps to understand the form, even when you are going for a realistic portrait drawing?
As I just said, the simplification of/ emphasis on texture in these images, is the exact reason why I thought they will be helpful.
Of course, if the OP, or anyone else for that matter, doesn't get anything out of this advice, they can feel free to disregard it entirely.
Anyways, it probably doesn't matter either way, because OP doesn't seem to be in our midst anymore.
