"Anime background style" is merely a minor spin on realism in most cases, although it varies greatly as anime itself is a fairly broad style of art.

Your painting looks fine, honestly speaking. It seems to me that all it takes is more practice and you're good to go. I don't know what anime background style you prefer, but consider experimenting with all kinds of scenery (city streets, state fair, etc.) if you want to get a good grasp on it.

Using a soft round and hard round brush in the manner you have is very jarring and looks like balls. Note how your eyes are instantly drawn to the icicles adorning the roof. That shouldn't happen bruh.

It's very blurry in places, like you upscaled a low-res image, then painted on top a bit making a few areas sharp. It's a little unnerving. I would bring everything to the same level of finish and tightness.

Also not liking the value of the icicles, they should be lighter. The snow on the roof isn't really how it typically collects on roofs, and given how deep the snow is elsewhere I would expect the roof to be blanketed entirely. Watch that the three shapes aren't too repetitive or contrasty.

You can use both but you have to be intelligent about it, try to use them in a manner that makes sense. In this instance you have a piece that is almost entirely done in the soft brush excluding some trees and icicles for no apparent reason.

Because the soft brush creates a sort of dithered "blur" effect you want to use that for something that 'isn't' the focal point. For example would make the most sense in this particular image to use the hard brush for the house which is the focal point and the soft brush for the trees.

Second. Anime backgrounds are mostly paintovers with stylized filters in them.

Painting over is also a skill that one must work on. It is not cheating because it takes a lot of skill to make it look right.

Nips trace the shit out of back grounds, when you work 17 hour days you have no choice.
It also adds a strong touch of authenticity if the location of your image is as big a deal as it is to the japanese.

A large majority of animation backgrounds aren't traced/paintovers. Just throwing that out there, cause the misinformation is kind of cringy. Shinkai is more of an exception than a rule.

I don't think it's bad on a background and you don't try to hide it. People usually don't notice the details of the background, just that it's either there or it isn't and also if it looks bad. So why not just trace it? Looks more realistic and if you have permissions to whatever image you traced from, there's no problem.

Do you honestly believe some tv animation studio has a higher background art budget than Makoto Shinkai? TV animation is all about saving as much money as possible on every step, but you believe the majority of them have some kind of ethical code to not save money on backgrounds. Are you an idiot?

Obviously the ones that look like shit, like the image you posted, aren't paintovers. Most of the backgrounds that look good are. 99% of realistic urban or rural scenes in tv anime for example are paintovers because it's just so easy to do considering all those locations are right there in their backyards. There's even this whole otaku activity in Japan where they search for the real life places of their favorite anime to visit.
