It's all good. It's Moebius, who didn't really do digital (well he tried a bit late in life, but 99% of his work is trad). That particular image is probably gouache or poster paint or something similar. It's got that matte flat opaque look. Which incidentally is the medium in my opinion that can look the most similar to digital.

It tends to make things look more "finished" but requires less work. It helps make it feel photographic which a lot of companies want these days. It's also super easy and quick to do with just a few clicks.

But yeah, it's getting abused a lot lately and can be done in much more subtle ways. At least with that particular image the card is meant to be viewed small, so doesn't hurt the eyes as much as a full view.
