it's mostly local colour, with a shadow tone and a highlight tone... the hair is on a different layer and has a simple gradient. What you should be asking is how you can learn to draw like this.

The rendering itself looks inexperienced. That arm is beveled like no tomorrow.

If you're interested in that style of drawing though, look up the following names: Glen Keane, Chris Sanders, and Dean Yeagle.

There are probably more, but that's who influenced me.

It's an exaggeration on the actual hue shift in the face does to blood vessels being closer to the surface, as well as subsurface scattering. But people who do this never know the reason why the nose gets red and under which circumstances anyways.
