You can move in it, moving easily or naturally is another story. You have to pivot your entire torso if you want to be able to move your arm forward in this armor. Notice how it also does not allow movement vertically either? It is intended primarily for jousting and show, neither of which require much motion.

I'm assmuing the point he's trying to make is that the armor in the picture isn't very practical, as it has a lot of excess weight and a left pauldron that's welded to the main armor.
It's basically a jousting armor, that's designed for a single purpose, and not to be practical in combat.
