Okay now use what you have learned onto a real reference and see how much you've picked up. I strongly believe you can improve better this way by referencing off of real faces and people and stylizing them yourself as you will be problem solving stuff that have otherwise been solved from referencing animu directly.

Not all of them actually can.

If your character design is shit, has shit proportions etc. no amount of realistic shading will save you. The expression 'polishing a turd' comes to mind.

By simpler I mean lose all the unimportant detail and just keep the essentials. Give a really hard look to the harley quinn picture you posted earlier and how her face is stylised. Pay attention to the proportions as well as to the amount of anatomical detail (see how there's almost none). It's completely different from what you're trying to do here. You have too much anatomy and not cute enough proportions if you're trying to go for the same effect.

Thing with improvement is that sometimes you see the results directly but at other times it's only much later that you realize how much you benefitted from something. That said, it's probably a good idea to change up your practice habits a bit if you feel like you're stagnating.

One thing that helped me a lot was to tackle areas I had trouble with one part at a time. If faces are hard for you maybe try practicing the individual features first and then try to put them together correctly. It's difficult to get the proportions right if you're still struggeling to draw the features themselves because you have to concentrate on too many things at once and begin to feel overwhelmed.
Not sure if that's the best way to go about it of course, but it worked for me.

I think I'm still symbol drawing just with slightly more symbols than when I began. Very slightly.

I agree. I'd also suggest making the lips a tad bit larger and the neck a little further to really push the cartoon look.

When you go to do the hair, don't fall into the trap of making it all individual hairs, but simplify it into an appealing mass with a few strands if necessary.

The only other thing I had an issue with was her headband, which doesn't feel to me like it's 'wrapping' around her forehead.

Here you go. It shows how much you try to think through forms, so I think if you improve at following your planes it benefit you. You can even take it to the next level and apply it to things like the pauldrons. The purple line is following the back contour of the horn, because I find it useful to know when that line will become the edge on the "other side" of the horn. There is a lot more space inside them than you're using! Hope I can help, keep it up.

Girl is supposed to be 9 year old, so not very tall. Most problems probably come from that and the fact that it's an angled shot.

It's sort of a mish-mash of angles with some bogus anatomy. If you haven't popped over to /s/ for a pose reference, I recommend it. You should be able to find a few in a pose like that. If you need it, I can jury-rig a redline to give you a hand.

Like I said before, a lot of it is competing perspectives. You can see from my sketches that you used the back end from a side view and top end from a front angle. It's quick but I hope it helps, I've got to get back to my other work.

This is open to analysis by others, I was bad and didn't look for a ref first.
