No. It isn't a matter of whether it's constructed with pixels, but rather the importance of individual pixel placement. Automatic antialiasing and tools that blur/burn/add colors beyond the control of the artist are frowned upon. Pixel art has a fine-tuned precision created by manual decisions which other digital media lack.
