Well, I remember picrel off the top of my head, there's also a bunch of Japanese reference books about very specific things, some of those are on e-hentai, and archive.org, but most of them are exclusive to Z-Lib, there's also that animation book from the 70s with a red cover, and an anime woman, also exclusive to ZLib, there's one toshi book that used to be exclusive to them while all the others were on e-hentai/archive.org, but I found it in this very thread, there's also a bunch of other books about animation, most of them are Japanese, but some westerns too.

If you specifically need a book for whatever reason then color and light by James gurney.
But color is one of those things that you can only get so far by knowing the technical aspects of, but if you really wanna get good with colors you gotta study it yourself so it becomes more of an intuitive process rather than a technical one.
So paint from life, take pictures and or paintings you like and analyse the colors by color picking and take mental notes of how the colors relate to each other. And when you've become a bit more comfortable you can start playing a game where you try and match a specific color on a painting by painting a swatch next to it and adjusting it until it looks the same and then you color pick the original and see how far off you were and make a mental note of it.

There are a milion better options. The only reason you would buy this book is to look at her art. Any terms she provides are either too vague for beginners, or too simple for advanced artists. If you want to just straight up copy her work you see there, it would provide some benefit, but as far as learning tangible fundamentals, you could do much better.
