Why do some artists draw circles inside their figures? I see this a lot with Japanese animators in particular. Is it to help with proportions, or something else?

that's construction, you can use spheres, boxes, cylinders, or whatever helps you wrap your head around form, proportions, and sometimes perspective (boxes are better for perspective)
some use circles for the torso so the figure doesn't look so stiff, but you do one
when you draw a lot you start coming up with your own ways to draw faster and better
but you gotta know the fundies Yoh Yoshinari comes from an animation background but he obviously knows anatomy and all the basics, he's a pro

Yes its for proportions, you figure out the volume of something and get the size sorted that way. Think of the circle like the object or body part's mass for that area.

it's easier to tell if your size/proportions/distances are correct with just simple shapes like balls, than it is with fully detailed characters, that's why you generally start with that, and tweak it until it's right, since drawing a couple balls and sticks takes 30 seconds, whereas fixing a detailed drawing is a pain in the ass.
