It does work. Just not for total beginners, because as >>7103218 so insightfully pointed out, pretty much every artist forgets exactly how they got to their level of skill after they have attained it because it is such a gradual process of searching, practicing, and throwing things at the wall until they stick.
This is true for every kind of skill that requires training the mind and the body to do it. So Loomis, like every artist before him, had to think "How exactly do I do what I do? What was the path that I took to get to this point?" and try to work backwards, picking up the pieces to try and fit them into a cohesive whole to teach a new generation to reach the height that he had attained.
This is simply the process of how knowledge and skills are developed and handed down through the passage of time. We stand on the shoulders of giants in every field of knowledge, each science, philosophy, trade and art, and each successor adds yet another piece to the puzzle in our perpetual quest to find the whole and perfect truth, to make sense of the whole mess.

Do you see it? Do you understand? How small yet integral we all are in the grand machination of time, ticking to its inevitable end?

buy cheap sketchbooks that you can easily take anywhere and build a habit of sketching anything and everything whenever you are bored.
instead of reaching for your phone, make a sketch. doesn't matter if it's a 30s or 5 min sketch, draw. draw draw draw as much as you can. have fun, experiment, be interested.
waiting for someone at the mall? sitting in a park? draw. challenge yourself, be ready to make mistakes, lose the fear of the blank canvas / white page.

digital painting is loaded with gimmicks and tricks that give the impression that you've made something great. it is way harder to make a pencil sketch look interesting and deep.

forbid yourself to trace or drawabox at least until you feel that 5 out of 10 sketches actually turn out decent.

can you post one of your fatest, roughest drawings? it sounds like you're talking about sketching something out in detail. what i mean is you have to train your eye to be able to plan a picture before you even make the first lines. if you do some urban sketching, you choose an interesting angle and the first thing ideally is how much you want to be represented on the paper of that particular scene. say, there's a tree, a garbage bin casting a long shadow and an old store front. what do you want to include in your picture of that scene? the tree is to tall, where do you cut it off? how do you set the values? if you don't do these steps before you start drawing, you end up with a messy composition and the essence of the sketch will be unclear. do you focus on the large, dark shadow of the garbage bin? or does the shadow of the tree on the house interest you the most?

I hope I get my point across. drawing skills are not just about getting the anatomy of your anime waifu right or being able to redline /beg/ drawings correctly. can you produce a picture that is interesting to others?
