I have the same problem, generally writing my ideas down and then boiling it down to a project where I outline what I want out of it helps.
For example writing about the character and his story, it can be short and simple, no writing skills required, then you actually try to imagine what the world where the character lives in looks like, you're free to do some sketching here with what you already know or assume about characters and objects, when it's clear you don't understand something, you look for various ref while thinking about the scene you want to create, think about it as
>inb4 cooking analogy
a recipe where you're getting your necessary ingredients for cooking it.
Then it's a back and forth between assumptions/memorization, looking at ref again, what you've learned from ref, your style and design, inspo from other artist or what have you.
You don't need to be autistic about every drawing, sometimes just thinking about the subject, imagining it for a bit and then locking it in with some solid ref will be enough to get you started, you're free to expand or dedicate as much investigation, planning or prepping as you feel necessary, if it's something personal, there's no real limit to this, and there's no deadline, just make sure to stick to the project, if it's getting too hard, make it simpler, if you have more ideas, expand on it, that sort of thing.

Ok bro firstly, if you cant draw hands well, dont emphasize them with thick black lineart because the attention will go there first. Second, you need to grasp the idea of line consistency. Look at her left arm and how thick and scribbly the lines are, then look at how thin the lineart is on her hair. the green on her pants is messing with me too, and the other colors you used arent bad, just that green is weird. be careful with your line composition and understand you need some kind of harmony. lastly, someone pointed out rightfully so that it looks like she stuffs her bra, its partially because the lack of general shading to convey the form properly, but you put a shadow waaaay in the wrong place on one of the spagetti straps, it makes it look like she has a completely flat chest and a stuffed bra. I measure it from where its usable. I did do press the ruler into the skin a bit but that could only sway it 0.2 inches max.

Having somewhat antigravity boobs is acceptable. Having tits that are thrust forward as if in a compression bra is… not ideal, but a forgivable sin. Like 80% accuracy. It depends a lot on what you’re doing. Like if you’re studying the colors or doing a value breakdown or like a compositional study, that’s gonna be different than if you’re trying to learn someone’s hatching style, which will be different from learning someone’s underlying construction techniques. But for just doing copies (which you should be doing lots of) aim for about 80% accuracy.

Start with a basic observational drawing course. Learn to draw what you see and not what you think you see. I like Betty Edwards’s book, but there’s a bunch of em out there. Proko, Eviston, keys to drawing, krenz, whatever jives with you. Once you can see, then you can study whatever. But you gotta be able to see.

Many art academies teach their students to do master studies with the goal being to copy it as accurately as possible. Yes, that can mean spending 100s of hours on a single piece. There are many pros and cons to this method, but overall the time investment isn't worth it and most people aren't suited for such a hardcore method so I wouldn't recommend them unless you are up for the challenge.
Accurately copying everything is just one type of master study. You can focus on one or two aspects you want to study. If you just wanted to study color, you can be a bit looser with the perspective, proportions etc. or skip some steps by tracing or painting over.
