Because men and women are essentially the same. Just slap on some tits and don't emphasise the muscles so much etc and you've got a woman, meanwhile the man has a lot of little bumps and such that require some extra study to pull off. I guess I'm saying that study in the male figure will help with the female figure, but the opposite wouldn't help much.

Men are probably harder to draw naked, women are probably harder to draw clothed.

This is true but still it doesn't make a different anatomy drawing book for women necessary. Just learn to draw the make skeleton and make it slightly smaller and make the hip bone wider. Them draw the chin slightly more in and you are done for sheletal differences. Then make the muscles less pronounced, add slightly more fat all around the body except the belly where there is less body fat, draw boobs (many resources to achieve right consistency and jiggly motion), make the lips fuller, the eyes bigger and more pronounced, boom, you have a woman.
