How do you choose your color palette?

There is a lot of trial and error involved. I usually render in grayscale then I lace/quickselect sectors based on the base colors and then adjust the levels for each channel. Its not an exact science but I tend to set blues on the dark side of the value spectrum and pink/orange on the lighter parts. If I really like a result, I save a gradient map based on the results, kinda like pic related.

Actually, that white outline is a side effect caused by the compression technique due to the transparency of the piece, there's no obvious fix to it because the compression happens post-saving and editing it modifies the properties of the file (which is why Im compressing them for to begin with).
The most doable solution would be either toy with the transparency values a little further to minimize the outline or not use transparency in the first place, editing too, but I believe that would take some heavy workarounds to preserve the properties of the file. At any rate, the original file does not have these particles at all.

Sounds like your transparency channel is too low bit. And just looking at it, it looks like it's binary, with no gradiating opacity. That should be fixable in the settings somewhere, since I know pngs can have variable transparency. But also, it wouldn't be a problem if the transparency mask wasn't trying to mask over white. If your file looked like the example on the right in picrel, then binary transparency would make the edge look jagged, but it would still be blue.

All digital, except perhaps a couple of the textures which were photo-elements.

I won't deceive you, though, I used generative fill to post-process some of the elements and make them more photo-realistic, but in the end I had to hand-paint 90% of the image to get the effects I wanted, so it still ended up being a ton of work.

Correct, you see, I use Paint.Net to compress my images to PNG8, then I toy with the values of both Dithering Level and Transparency Threshold.

Adjusting the Dithering level (with the help of a noise layer) allows me to preserve most of the gradients (otherwise they mess up). As for the Transparency threshold messing up my layers, that is something I decided to not give too much thought because given my options I cant do anything but what I mentioned before. The white outline happens because some pixel are partially transparent.

Yeah, I think that goes beyond to what Paint.Net can do, I should probably get a different software for compressing my files (I had CSP, but it got funny with the keys, unfortunately).

It's weird. I've spent years learning how to render, construct, and finish paintings and drawings. I have thousands of hours of practice and effort poured into my art, but deep deep down I just want to draw the most low effort autistic cartoony /beg/ shit and never show it to anyone.
