It is indeed a skirt-shirt combination. The skirt has overalls, hence the black on the sides

In this outfit, not many, just the ones in picrel and they are all over the place, the leftmost should be the current for now.
I did my best to correct some details and make it less confusing, so thanks for pointing these out. I wonder if it looks better now.

I will admit I was having some difficulties with the pose since I basically started it out from imagination. I still struggle to get good looking hands though!!!

I think her pout is very cute, but if you add another stroke when drawing her lips it'll look less Steven Universe.
I would simplify the skirt and change the blush to be more warm toned. Her head looks a little big even for a cartoon style.
Her front facing knee looks bulbous, maybe draw the knee detail more vertically or omit it entirely. I don't know the tone you're going for in your cartoon, but it'll be cuter and less lewd if you go no belly button less boob detail like other shows do.

I’m not very good myself so take what I say with a grain of salt, but I’ve seen your works around and I really think you could benefit from properly learning gestures, your works tend to suffer from awkward looking poses. In this one the top half is fine but the bottom half feels like she’s bowlegged or something and makes the le epik pose unintentionally funny. It’s as though you took the two different poses in picrel and mashed them together, there’s a real uncanny feeling to it and no flow. You clearly already know how to render anime in an appealing way but your awkward figures (and sometimes anatomy) are really holding you back. Pic is flipped but you get the idea, I’m too lazy to resave.

Here she looks like she's embarrassed to be cosplaying rather than being a fearless fighter because her stand isn't confident enough if that makes sense. Her knees are bending awkwardly but her back and shoulders are ridged. Anons sketch on the left feel likes its a step in the right direction if you ask me. it's cool and confident.

I tried to follow the pose I imagine you were going for. Habibi, take some time to construct the image. You're focusing on contours and superfluous details WAY too early or just skipping over basic structuring entirely. This version looks a little better but you're not doing yourself any favors having to redraw everything every time you make an adjustment because you have no idea where to place them.
