There are a bunch of awkward things about the sketchy line weights on what are supposed to be cutsey cartoon dogs and lack of command of expression and posture that add up to a disconcerting experience. That being said I don't think this is the worst thing in the world and people are just shitting on him for the memes. If he studied other cartoon styles and practiced it would look better. I don't know if there's any fixing the sense of humor though.

I feel that academic artists, even though technically proficient, usually don't make stuff that's terribly interesting.
Proko is alright, but if you're probably better off learning and supplementing from people who are successful in some industry and actually got paid for what they made.

Realism as a subject matter just isn't as popular as it used to be imo. Vignettes like this can be made well and composed well, but that's not what appeals to people.
Coom is popular, fantastic scenes and creatures are popular. Anime art, even if it portrayed mostly the same scene, but used more appropriate painting and adjusted a few poses, would be more popular than Proko's work even if his takes more skill. It's simply the style of our times in popular online circles - it's bright and colorful, stylized yet not completely unnatural.
