I'll assume you don't have your own abode to stealthily produce Loli, so I'll share how I get away with lewding them in public.
Firstly pick a location where you have minimal people paying attention to you. Despite being summer the parks in my area are vacant except for the odd parent and their toddler. Even then they'll probably leave you be to avoid disturbing you if they're decent people, or because they assume you want to kidnap and rape their potbellied twerp and such are more focused on watching them rather than you. A cafe is also a good pick if you don't mind the smell or the swarm of apple toddlers. You may have to by a drink to stay, though the staff may not enforce that.
Next is your gear. Don't have an obvious sketchbook with a brand name and a sketch on front. Make sure it's the most bland thing ever on the outside. My sketch book is just a few dozen sheets of copy paper perfect binded between some book board. Alternatively use a stack of drawing paper attached to a clipboard. Now you look like your taking notes about something, hence reducing the chance someone investigates. It also helps to wear clothes that blend into the crowd. When in doubt go with pastel core, grey, or any low contrast outfit. If you have them put of on a pair of large headphones. This sends a signal to onlookers that you don't want to socialize. Unless they saw "Your Name", in which case they may know that trick and actively try to subvert it.
