More than none but less than you're probably assuming. Many backgrounds are just blocks + props. The main difficulty is simply thinking of what to decorate the scene with, and the time-consuming nature of rendering environments. Tracing helps with neither of these issues.

The Mangakas are usually either using blender or grayscaling their backgrounds to meet deadlines, Western comic artists are doing that but to a lesser extent and without the grayscaling
Then you have artists like >>6679343 who use the background as more of a reference to draw something else entirely and after that you have a small few who draw backgrounds with nothing but their creativity

The background IS the most important thing in the image. It tells you everything
